Because they do. The trade off is that bigger guns hit you harder. If you've got a MWD running and you're moving faster than the enemies' tracking then they'll miss a lot but when they do hit it'll hurt more.
I'm sorry, but you have no idea what you're on about.
There is a tracking formula. It takes into account both angular velocity and sig radius just as much. Both go up exactly as much when you use a microwarpdrive. 500%. That means the hit chance is exactly the same. The only thing that makes a difference is skills that make the MWD faster (acceleration control) and the fact that when you go fast, you don't have a perfect orbit, so you actually have a less good angular than might be expected.
Your vague sentences involving "big guns" and "moving faster than their tracking" simply have nothing to do with actual game mechanics.

No they're not, I just assumed you were talking about speed tanking (in which case my point would stand, even with missiles) and not kiting.
